Manchester City Council operates a selective licensing scheme across several wards — not just additional licensing for larger HMOs. In Fallowfield, Withington, Rusholme, Old Moat and Hulme, every privately rented property requires a licence, regardless of size or occupant count. This means small shared houses with 3 or 4 occupants that would not need a licence elsewhere in England still require a full licensing application in these wards.

Manchester also has one of the largest student rental markets outside London, with particularly high HMO density in Fallowfield and Withington. These wards also carry Article 4 directions, meaning C3-to-C4 conversions require planning permission as well as a licensing plan — two separate drawings, produced to two separate specifications.
