Unlike most regions, the majority of London boroughs operate additional licensing schemes on top of mandatory HMO licensing — meaning landlords of small shared houses (3–4 occupants) need a licence even when they wouldn't elsewhere in the country.

On top of that, the majority of London boroughs operate additional or selective licensing schemes that capture smaller HMOs — in Newham, Waltham Forest, Croydon, Brent and many others, virtually any rented shared house needs a licence.
