London has the highest concentration of licensed HMOs in England. Unlike most regions, the majority of London boroughs operate additional licensing schemes on top of mandatory HMO licensing — meaning landlords of small shared houses (3–4 occupants) need a licence even when they wouldn't in other parts of the country.

London is also the most Article 4-intensive city in England. Over a dozen boroughs have borough-wide or extensive ward-level Article 4 directions that remove the permitted-development right to convert a single-family home (C3) into a small HMO (C4) without planning permission. Ward-specific schemes are in effect in Tower Hamlets, Ealing, Southwark, Lambeth, Lewisham, Greenwich and others. Mandatory minimum room sizes under HMO licensing are: 6.51 m² for a single bedroom occupied by one person aged over 10, and 10.22 m² for a room occupied by two people. Rooms under 4.64 m² cannot be used as sleeping accommodation. Some London councils set tighter standards — we annotate usable floor area (excluding under-eaves space and any area under 1.5m head-height) on every London HMO plan.
